Leasing Public Lands

In June 2014, the MRC Pontiac signed an agreement with the Ministry of Natural Resources and Wildlife (MRNF) conferring the management of vacation leases on public lands. This new responsibility increases the MRC’s autonomy in regional development, and provides citizens with a single-point of service. 

In addition, 50% of revenues from public lands leases comes back to the MRC.Aside from the organization that enforces them, the operating rules for the occupation of public lands remain unchanged.

In terms of land management, the powers and responsibilities delegated to the MRC include the following:

  • Managing existing vacation leases;
  • Lot availability;
  • Camping management;
  • Control over land use by inspecting granted rights, monitoring the territory and tracking squatters.

This delegation of powers does not include the management of trapping territories and permits. Therefore, citizens that are affected must contact the Ministère des Forêts, de la Faune et des Parcs (MFFP).

Once again this year, the Ministère de l’Énergie et des Ressources naturelles will offer the population the opportunity to participate in a draw for the allocation of vacation lots located on Crown land, in collaboration with the delegated RCMs and the Société des établissements de plein air du Québec (SÉPAQ). The registration period for the draw will run from September 18 to October 24, 2021.

The non-organized (TNO) Lac Nilgaut territory is governed by planning regulations. Citizens or users of this territory  must abide by this regulation. Also, a permit or certificate may be required depending on the type of work.

Permits and certificates are issued by our land use inspectors. We invite you to contact the MRC for more details.

Yes, an administration fee of $433.36 is required to complete the transfer. This fee is in effect until March 31, 2024 and will be revised on April 1, 2024.

By mail – Make a cheque or money order to MRC de Pontiac. Enter the 11-digit file number (e.g.,: 745001-00-000) that appears on the coupon at the bottom of your invoice on the back of your cheque or money order, or include the coupon with your payment.

In person – Bring your bill and payment (cash, cheque, money order, or Interac) to the MRC Pontiac’s reception desk at 602, Route 301 North, Campbell’s Bay (Québec), J0X 1K0. Our offices are open Monday to Friday between 8 a.m. and 12 p.m. and 1 p.m. and 4 p.m. except on public holidays.

At a financial institution – Bring the coupon at the bottom of your invoice to your financial institution. Make your payment to the order of: MRC de Pontiac – Vacation Leases indicating the 11-digit (e.g., 745000-00-000) reference number on the coupon at the bottom of your invoice.

By Internet – At the following financial institutions: Caisse Populaire Desjardins, National Bank, Laurentien Bank, and Bank of Montréal by following your bank procedure. For example, if you use the Caisse Populaire’s online banking service (AccèsD), you must add MRC de Pontiac – Baux de villégiatures to your list of suppliers and enter the 11-digit reference number on the coupon at the bottom of your bill, but without spaces and dashes.

By e-transfer – Send an e-transfer to IMPORTANT: Please advise by e-mail of the password or security question of your choice.
