PUBLIC NOTICE – BY-LAW NUMBER 305-2026 Relating to the remuneration of the Warden elected by universal suffrage and the members of Council for the year 2026
PUBLIC NOTICE is hereby given by the undersigned, Director General and Clerk-Treasurer of the Regional County Municipality of Pontiac:
THAT, at the regular sitting held on November 26, 2025, a notice of motion was given to adopt, at a later sitting, By-law Number 305-2026.
THAT, on November 26, 2025, a draft By-law entitled “Draft By-law relating to the remuneration of the Warden elected by universal suffrage and the members of Council for the year 2026” was filed and presented:
1. Article 2 provides that the basic remuneration of the members of the Council of Mayors, excluding the Warden, is $4 635.47 for the year 2026 ($4 496.09 in 2025) and that the basic remuneration of the Warden elected by universal suffrage is $66 644.00 for the year 2026 ($52 533.06 in 2025). Article 3 provides that in addition to the basic remuneration, members of Council receive an expense allowance equal to one-half of basic remuneration, subject to the maximum expense allowance provided for in section 19 of the Act respecting the remuneration of elected municipal officers and the sharing of expense allowances provided for in section 19.1 of that Act.
2. Article 2.3 also provides that the pro-mayor who replaces the regional councillor at a meeting of the plenary committee or at a sitting of the Council of Mayors receives a remuneration equivalent to his or her participation as set out in sections 2.1.1, 2.1.2 and 2.1.3.
3. Article 4 stipulates that in the event of the absence or inability to act of the Warden extending beyond 30 days, the MRC shall pay the pro-warden an additional remuneration such that the latter shall receive, from that moment and until the replacement ceases, an amount equal to the Warden’s remuneration during that period, in accordance with section 6 of the Act.
4. Article 5 of the By-law provides that members of Council are entitled to reimbursement of mileage expenses incurred to attend meetings of the plenary committee and sittings of the Council of Mayors at the rate established under By-law number 295-2024 repealing By-law 280-2022 and providing for the travel expenses of council members and employees of the Regional County Municipality of Pontiac, or under any other By-Law to the same effect.
5. Article 6 provides that the By-law will come into effect on January 1, 2026.
6. Article 6 also stipulates that this By-law replaces and repeals By-law 304-2025 and all previous By-laws providing for the remuneration of Council members and the Warden elected by universal suffrage.
That the adoption of this By-law is scheduled for the regular sitting to be held on Thursday, January 29, 2026, at 6:30 p.m, at the Elsie Gibbons room at the MRC Pontiac offices (602, Route 301 N, Campbell’s Bay, QC). The public sittings of Council are recorded and broadcast live on the MRC Pontiac YouTube account (@mrcpontiac920). The recordings are also made available the day after the sitting on the MRC Pontiac website.
That the draft By-law may be consulted at the MRC Pontiac offices, from 8:00 a.m. to 4:00 p.m., as well as on the MRC website under the ̎Bylaws ̎ tab.
