Entente sectorielle de d\u00e9veloppement bioalimentaire de l&#8217;Outaouais (ESBO)"},"content":{"rendered":"<p><em>Unofficial translation<\/em><\/p>\n<h3>Call for Proposals Dates &#8211; July 5 to July 25, 2021<\/h3>\n<h2>Objective of the agreement<\/h2>\n<p>The objective of the Outaouais Biofood Development Sector Agreement is to support the development of the Outaouais biofood sector through the realization of projects in line with the objectives of the PDBO and the agricultural zone development plans (PDZA) of the Outaouais MRCs and the City of Gatineau.<\/p>\n<p>The projects supported by the Agreement must meet the following criteria<\/p>\n<ul>\n<li>Coordinate and mobilize regional stakeholders in a harmonized dynamic of commitment and action dedicated to the development of the sector and the enhancement of the region&#8217;s bio-food potential;<\/li>\n<li>Support the development of the region&#8217;s biofood businesses and improve their competitiveness through the development of a sustainable and innovative biofood ecosystem;<\/li>\n<li>Support the growth of the biofood sector by pooling territorial, regional and sectoral issues &#8211; identified in particular in the PDBO and PDZA &#8211; leading to the identification and implementation of priority mobilizing collective projects;<\/li>\n<li>To promote territorial complementarity in order to support coherent and structuring actions between the territories of the region.<\/li>\n<\/ul>\n<h2>Organizational structure of the agreement<\/h2>\n<p>The organizational structure of the Outaouais Biofood Development Sector Agreement 2020-2023 is composed of a steering committee made up of regional directors, presidents or elected municipal officials duly mandated by the signatory organizations and an implementation committee made up of agents and professionals from these same entities.<\/p>\n<p><strong>Signatory Agencies to the Agreement<\/strong><\/p>\n<p><em><strong>Voting municipal partners :\u00a0<\/strong><\/em><\/p>\n<ul>\n<li>MRC des Collines-de-l&#8217;Outaouais;<\/li>\n<li>MRC de Papineau<\/li>\n<li>MRC de Pontiac;<\/li>\n<li>MRC de la Vall\u00e9e-de-la-Gatineau;<\/li>\n<li>City of Gatineau.<\/li>\n<\/ul>\n<p><em><strong>Regional Voting Partners :\u00a0<\/strong><\/em><\/p>\n<ul>\n<li>Minist\u00e8re des Affaires municipales et de l&#8217;Habitation (MAMH), Direction r\u00e9gionale de l&#8217;Outaouais;<\/li>\n<li>Minist\u00e8re de l&#8217;Agriculture, des P\u00eacheries et de l&#8217;Alimentation (MAPAQ), Outaouais regional branch;<\/li>\n<li>Services Qu\u00e9bec, Outaouais regional branch (MTESS);<\/li>\n<li>Center int\u00e9gr\u00e9 de sant\u00e9 et de services sociaux de l&#8217;Outaouais &#8211; Direction de sant\u00e9 publique;<\/li>\n<li>Tourisme Outaouais;<\/li>\n<li>F\u00e9d\u00e9ration de l&#8217;UPA Outaouais-Laurentides;<\/li>\n<\/ul>\n<p><em><strong>Non-voting regional partner :\u00a0<\/strong><\/em><\/p>\n<p>Table agroalimentaire de l&#8217;Outaouais.<\/p>\n<h2>CALL FOR PROJECTS<\/h2>\n<h3>Eligible clients<\/h3>\n<p>For projects submitted under the Agreement, the following are eligible:<\/p>\n<ul>\n<li>Non-profit organizations;<\/li>\n<li>Municipal organizations<\/li>\n<li>Aboriginal communities (band councils)<\/li>\n<li>cooperatives and social economy enterprises<\/li>\n<li>Bio-food businesses;<\/li>\n<li>bio-food business groups.<\/li>\n<\/ul>\n<p>Any business, cooperative or organization operating in the financial sector is not eligible.<\/p>\n<h3>Eligible projects<\/h3>\n<p>To be eligible for financial assistance, the project must:<\/p>\n<ul>\n<li>Be consistent with a regional priority established by the steering committee:<\/li>\n<li>Entrepreneurship and production development;<\/li>\n<li>Succession and establishment;<\/li>\n<li>Processing;<\/li>\n<li>Marketing and promotion;<\/li>\n<li>Food safety and healthy lifestyle;<\/li>\n<li>Environment;<\/li>\n<li>Not contradict a policy or measure of a partner signatory to the Agreement;<\/li>\n<li>Have a collective scope;<\/li>\n<li>Respect the legal and regulatory framework in force.<\/li>\n<\/ul>\n<p>The Sector Agreement cannot replace any of the programs of the partners to the Agreement, which take precedence over the project&#8217;s funding.<\/p>\n<p>Projects will be evaluated according to the following criteria:<\/p>\n<ul>\n<li>Regional outreach (number of territories directly affected by the project&#8217;s spin-offs);<\/li>\n<li>Structuring and innovative aspect (impact of the project on the territory);<\/li>\n<li>Quality of the financial plan (accuracy and realism of the financial package);<\/li>\n<li>Quality of the implementation plan (realism of the proposed schedule);<\/li>\n<li>Quality of the governance structure (composition and expertise of the team);<\/li>\n<li>Extent of the benefits to the bio-food sector directly associated with the project;<\/li>\n<li>Impact on issues related to development and access to employment in order to promote the integration, maintenance or creation of jobs in the agricultural sector;<\/li>\n<li>Concordance of the project with the regional priorities established in the action plan of the Entente sectorielle;<\/li>\n<li>Quality of the communication and visibility plan;<\/li>\n<li>Support for the project by other strategic partners in the community.<\/li>\n<\/ul>\n<h3>Eligible expenses<\/h3>\n<p>Eligible expenses are as follows:<\/p>\n<ul>\n<li>Salaries, benefits and professional fees directly related to the project and corresponding to the time spent on the project;<\/li>\n<li>Costs related to the design, production, acquisition or adaptation of materials and equipment specific to the project, including the acquisition of data, technologies, software, software packages and patents;<\/li>\n<li>Costs of plans and studies (salaries and professional fees) related to the development of the project:<\/li>\n<li>Business plan; o Project opportunity assessment, including project market analysis;<\/li>\n<li>Definition and development of a concept; o Programming of activities;<\/li>\n<li>Development and refinement of instruments or indicators to better measure an industry, including project-related traffic and economic impact studies;<\/li>\n<li>Communication, dissemination and promotion costs related to the project;<\/li>\n<li>Travel, accommodation and meal expenses, in accordance with the rates set out in the Recueil des politiques de gestion du gouvernement du Qu\u00e9bec;<\/li>\n<li>Payment of the portion of taxes not refunded by Revenu Qu\u00e9bec;<\/li>\n<li>Management and administration fees (up to 15% of eligible expenses).<\/li>\n<\/ul>\n<p>non-eligible expenses<\/p>\n<p>Ineligible expenses are the following:<\/p>\n<ul>\n<li>Current operating expenses of the applicant or partners that are not directly incurred for the project:<\/li>\n<li>Salaries and payroll taxes not directly related to the project;<\/li>\n<li>Rent and normal maintenance of buildings and equipment;<\/li>\n<li>Insurance, depreciation of real estate assets, bank charges and interest;<\/li>\n<li>Room rental, telecommunications and office supplies;<\/li>\n<li>Representation and training costs;<\/li>\n<li>Land or capital purchase costs;<\/li>\n<li>Rolling stock;<\/li>\n<li>Costs related to working capital, debt service, operating losses, capital losses and capital redemption;<\/li>\n<li>Costs related to upgrading and regulatory compliance;<\/li>\n<li>Feasibility studies;<\/li>\n<li>Costs related to a festival or one-time event;<\/li>\n<li>Any expenses incurred prior to the date of application;<\/li>\n<li>Expenses related to projects already completed;<\/li>\n<li>Expenses already paid by another financial partner of the project;<\/li>\n<li>Any expense that is not directly related to the project;<\/li>\n<li>Reimbursed portion of taxes;<\/li>\n<li>Any form of loan, loan guarantee or equity investment. A minimum of two detailed bids is required when outside expertise is needed to complete the project.<\/li>\n<\/ul>\n<p>A quote must include, among other things, the services rendered, the hourly rate and the number of hours expected. Bids are necessary to ensure that the amount requested is realistic. The selection of the bidder does not have to be based on the lowest price. The applicant who does not choose the lowest bid must, however, justify this choice.<\/p>\n<p>In certain exceptional cases, it is possible that the applicant has a good reason for not submitting a 2nd bid. In this case, an explanation must be provided by the applicant (refusal to bid, specificity of the expertise, etc.). Any study or consulting services project must be tendered and contain a minimum of 2 bids for services.<\/p>\n<p>A copy of the estimate including the following elements must be provided with the application: description of the problem, nature and objectives of the study, suggested methodology, work schedule and deliverables.<\/p>\n<h3>Maximum assistance and stacking of government assistance<\/h3>\n<p>Subject to the availability of funds at the time of application, the Entente sectorielle pour le d\u00e9veloppement bioalimentaire de l&#8217;Outaouais 2020-2023 offers financial assistance in the form of a non-repayable grant. The maximum grant awarded is $100,000 per year, up to a maximum of $200,000 per project.<\/p>\n<p>The maximum financial contribution paid by the Agreement for projects carried out by private companies or groups of companies is 50% of eligible expenses. The maximum financial contribution paid by the Agreement for projects carried out by any other eligible applicant is 80% of eligible expenses.<\/p>\n<p>A business association within a project carried out by another eligible applicant may receive 80% of eligible expenses.<\/p>\n<p>The Recipient&#8217;s contribution to the project may take the form of financial, human or material resources. The contribution cannot be made on a volunteer basis. All projects supported under the Agreement must respect a maximum accumulation of government assistance of 80%.<\/p>\n<h3>Procedure for submitting an application for financial assistance<\/h3>\n<p>Dates of the call for projects &#8211;
