COUNCIL IN BRIEF – MAY 9, 2019

Highlights of Council decisions

Special sitting regarding floods held on May 9, 2019 at 6:30 pm

Collaboration with ORRPB

The MRC Regional Council request that the Ottawa River Regulation Planning Board (ORRPB) work with the MRC Pontiac to  better understand the river levels caused by the regulating and opening of dams so we can foresee more acceptable water levels in the future.

Intermunicipal Emergency Plan

Adopted is a resolution for the MRC to finalize the development of its intermunicipal emergency plan no later than in the Fall of 2019, with the essential collaboration of the municipalities. It is also resolved that the plan take into consideration the information and data collected during the 2019 floods.

Health Issues & Crisis Management

The Regional Council ask the Centre intégré de santé et de services sociaux de l’Outaouais (CISSSO) to offer support, notably psychological support, adapted to citizens living with the after-effects of the floods. It is also resolved to ask CISSSO to keep municipalities located on the territory of the Pontiac MRC informed of the support measures that are planned and the public health programs in place to support the affected population.

Request for Road Infrastructure Funding

The Regional Council request financial assistance from the federal and provincial governments for the rehabilitation of road infrastructure (roads, bridges and culverts) on the territory of the MRC Pontiac damaged during the 2019 floods.

Request for Municipal Infrastructure Funding

The Council request financial assistance from the provincial and federal governments for the improvement of drinking water and sewer infrastructure that has been compromised during the floods, particularly those of municipalities located along the Ottawa River, such as Fort-Coulonge, Bryson, Campbell’s Bay, Isle-aux-Allumettes and Portage-du-Fort.

Expanded Team

The MRC Council ask the Fire and Public Safety Coordinator at the Pontiac MRC to set up a meeting to look into the possibility of creating a team including additional individuals that would work collaboratively to deal with the situation surrounding the 2019 flood.

Information Directory

The Council request that a directory be created on the MRC website with information about the different services offered to the flood victims. It also asked that this information be sent to municipalities for publication on their website.

Victims of the 2017 Flood

The Regional Council request that the individuals who were victims of the 2017 flood and who did not yet get the necessary compensation be compensated.  It is also resolved that this resolution be sent to M. André Fortin, MNA for Pontiac, for his support and his help in moving this file forward.

Flood Victims as the First Priority

The MRC Council ask that the flood victims be the first priority and that there be a coordinated effort of municipalities, the MRC and the government to deal with the current crisis.
